Add taxonomy access module to Commons distribution

Update

  Although my Module request  would look to experts somehow strange and coming from a not Drupal Evangelist, I have to specify that that use of Taxonomy Access is quite more complex to implement in Drupal Commons distribution.

 After going through a quick Panel Module briefing I suggest base Drupal and "Drupal Commons" Users to use the features that come with Panel.module to implement view permission tasks.
