With some Tagadelic related module you can Suggest Tags

Would it be possible to add a kind of suggestion for tags to add to content?  Yes

In fact with the Drupal Commons included contributed modules:

1. Tagging.module you have 

A. Tagging extractor suggestions

B. Tagging full-vocabular suggestion

and if you add the Drupal.org to the Drupal Commons ./profiles/drupal_commons/modules/contrib folder or  ./sites/all/modules Folder

4. Extractor.module

Activate the new module and You will achieve the wanted result:

Just to be clear,

you are suggesting that one would need to install all four modules, for someone to achieve the aforementioned.

No only Extractor module is additionally needed. Thanks for headup. ;-)
